I think the Fat Majin Boo has the same potential as Pure Boo, but most of his power was being restricted by Dai-Kaioshin. This is how I think Boo works.

Pure Boo: 36

South Kaioshin: 12

Pure Boo(South Kaioshin Absorbed): (36 + 12) x 10 = 480

I believe the Kaioshin affect Boo differently that "mortals" do. This explains why Pure Boo(South Kaioshin Absorbed) is stronger than Evil Boo.

Majin Boo: 36 -> 12

Dai-Kaioshin removes the benefit provided by South Kaioshin and is restricting Boo's energy. The angrier Boo gets, the more powerful he becomes When he reaches his limit, he splits into 2 Boos.

Good Boo: 12

Pure Evil Boo: 24

Evil Boo: (12 + 24) x 10 = 360

Because the evil side of Boo is in control, he receives the 10 times benefit granted to him by South Kaioshin. After Good Boo is removed, Evil Boo is no longer influenced by the Kaioshin he absorbed, so he reverts back to the original Pure Boo.
Why the 10x multiplier exactly?
It's just the number I use. I imagine most people would agree that South Kaioshin did more than merely add to Boo's power.

I think it is very possible that the Fat Buu is around the same as the Kid Buu. However the Fat Buu did worse against SSJ3 Goku than Kid Buu. The reason why he did worse could be for many reasons. It could be him not taking the fight seriously, not being as good as a fighter as Kid Buu, flat out being weaker than Kid Buu, or SSJ3 Goku having less strain since he isn't alive. Take of that what you will.

The original Innocent Boo already lost to Pure Boo easily, so no he isn't.
After Innocent Boo was pulled out, he possessed all of the power that Pure Boo gained through absorptions, which would be the Grand+South Kai.

It's a solid theory, but I don't think that's implied by anything other than Good Boo faring for a few minutes against Pure Boo while Vegeta got gutterstomped.

The Kaioshin power was split between Good Boo and Evil Boo as shown by the Kaioshin attire on Evil Boo.

Pure Boo possessed no Kaioshin attire, so all of the power that he gained through absorptions went back to Good Boo, making him the same as the Original Innocent Boo power wise, but without Pure Boo's evil within him.

Good Boo after splitting cannot access his dormant power through anger since he expelled his "anger power" in the form of Evil Boo. Good Boo after being spit out by Pure Boo was shown to power up through his anger, so Good Boo after splitting and the Good Boo now are not the same.

I don't think Fat Buu successfully tapped into 100% of his power, and before he split, he was still slightly weaker than Kid Buu & Evil Buu. Kid Buu and Evil Buu I have at the same strength.
If Fat Buu had, he'd have been a little stronger than Evil Buu & Kid Buu; but still a fair bit weaker than Super Buu.
